Motta has been selected in Cesare Prandelli's starting XI when the Azzurri take on Germany in an international friendly on Wednesday evening, making his debut for the 2006 World Cup winners.
Menezes says he is against Oriundo occurring - players generally from South America qualifying to play for Italy or Spain based on their ancestry being from one of the two nations.
"I am against this type of naturalisation and changing of nations," the coach was reported as saying to Itasportpress. "I think that every player should only play for their nation of birth.
"But, if Thiago Motta has chosen to play for Italy - and he feels he has strong links with the nation - good luck to him," he added.
Other Oriundi to play for the Azzurri include Mauro Camoranesi and Amauri.
Brazil take on France in an international friendly in Paris, in a repeat of the 1998 World Cup final.
